As Shakespeare wrote in A Midsummer-Night's Dream, "What fools these mortals be."

Fool me once, shame on you. Fool me again, shame on me. How foolish that time after time three at-large water board challengers keep filing against two at-large incumbents on a rigged ballot. (Seemingly patently unconstitutional. Pro bono attorneys, Protectors of Freedom: AWOL).

The two incumbents run as a team and enjoy near solid support from their unified base. The challengers' vote is split three ways. Result? The incumbents win. Always. Surprise! Surprise!
